Based more on the testing you have done than the appearance of the magnets I would say that they would need to be replaced if there isn't a wiring issue somewhere. You can use your meter to make sure that the proper voltage is on the wiring.

The way you are describing testing your brake magnets is the way we recommend testing the brake magnets, by connecting the multimeter to the blue brake wire behind the brake controller. When testing your trailer with 4, 10 inch brake drums, the maximum amperage should be between 15.0-16.3 amps at 12-13 volts. Assuming the appropriate voltage is reaching the brakes, the 0.025 amps reading is much too low for your trailer brake magnets. Typically, the serial number will be under the tonneau cover towards the front on the driver side. If it is an older cover then there is a chance that Extang does not offer a replacement tarp for it, but the only way to know for sure is by getting the serial number.
